If it happens again, or now even, email the maps support team. They can find your complimentary order and reissue you a download link. They've done it for me before. Might be worth reaching out to them and asking for a refund on the USB.

I also have the Premium Package. I remember receiving an email from Ford last year saying that if I wanted the nav updates I needed to subscribe to get them.

The Gracenote file is 4U5T-14G423-CCI’ve had the same Gracenote Version: 1.1.1.2323 (NA-0020) since Navigation Maps Version: NA 2 21.
does it show during your installation that Gracenote was update or how do you know that Gracenote was updated?
I did not find the file in the Navigation Map update NA 2 23
Do you still have your download of Sync 3.4 Build 23188? The Gracenote file may be in there.
Too expensive and complicated for a very mediocre nav program. I already have Google Maps, WAZE, Apple Maps and OnX. Don't see I need he Ford app.
2021 Badlands. Had a couple of free updates before. Now I have to pay $109 for the download.
Ford can stick it. I'm not about to pay that amount to update a mediocre Nav system.
I'd probably never notice any changes and there's always Google maps, etc. if needed.

If navigation is important to you be thankful that we do not have sync 4. Ford gives you navigation but maps will not work unless you subscribe for $80 per year.
At least with sync 3 the navigation works even if the maps are not updated. For me I have no need to update the maps every year as where I usually travel nothing much changes. I will at least skip at least a couple of years before updating.

Here it is, more than 24 hours later. The complimentary download still doesn't work and produces the same error message:
"Your order cannot be completed at this time. Please contact customer service at (800) 392-3673 to report this error.(016) "
I believe your are right. For the heck of it, I tried to order the Thumb drive. Same error!
It makes no sense since the Scan for updates on the web sites show that I am eligible for the "Complimentary" Nav map update.

@thomasm23 I did not find Gracenote file 4U5T-14G423-CC saved on my computer…
There is no *14G423* named file for any of these which I had saved on my computer:
Sync 3.4 22251
Sync 3.4 23188
Nav Maps 2.22
Nav Maps 2.23
Google states the 4U5T-14G423-CC came with Sync 3.4 21020 but that was for F-150. I no longer have SYNC 3.4 22200 so I cannot check for the Gracenote file in 22200. My ‘22 came with SYNC 3.4 21194 installed by the factory.
Cyanlabs states there are size issues with Gracenote (too large) and Sync 3.4 did not get the 4U5T-14G423-CC because it is too large. However there is much conflicting info on Cyanlabs so don’t take that as fact.
My Display shows
Gracenote Version: 1.1.1.2323 (NA-0020).
And Google states Gracenote has a later version which we do not have in Sync 3.4.
The filename decoder ring for Sync and Navigation indicates:

Well maybe is counterintuitive but does make sense because Ford’s vendor ALOM Technologies may not have your VIN known to them which is what happened with my new ‘22 back in 2022.
The only way I know is for a Ford customer service specialist to work directly with ALOM Technologies to have ALOM create the USB Thumb drive for your VIN then mail that drive to you at no cost for your troubles. Well that is my recommendation of a perfect solution. Good luck!
