Best of luck getting it replaced. I think you should take some other route than "it's a safety issue" because the seat belt functioned as designed, it just didn't retract as planned. In my opinion Ford is going to tell you this. I would follow @sajohnson's advice and ask for a goodwill replacement. Any seatbelt can get stuck in a door. A belt can get twisted and jam itself and not retract. Would that qualify as a warranty item? Of course not. I think the saying "You catch more flies with honey" is the way to go with the Ford rep.
