If you actually did not download the License File you are correct you cannot go back to the Ford website and download Nav 2 22 again.I dont belive i downloaded all three....oh well screwed now.
You can look around your Computer to see if you can find that License file and if you find it just copy from your Computer to the USB Drive SyncMyRide folder.
If you cannot find the License file, my suggestion is to call Fords SYNC3 Connected Services Team:

That number is for lots of things not just Sync and Nav but ask to get a Case # created because you were unable to download the License file. Then ask to be connected to an Escalation Specialist. This guy was super helpful to me for Nav 2 20 when Ford had a defect in the 2 20 download:

He was able to get management approval to have the Nav USB Device mailed to me at no cost to me. It actually took Ford’s vendor 3 times to fix the defect, twice they mailed me identical USB contents so now I have 3 USB Devices from Ford. I diagnosed exactly what the defect was, told Danial that and he got the vendor to fix the defect and the 3rd USB Device I was sent worked.
