removing rear bumper to find tow hook threading

In installing a OEM hitch the real rear bumper has to be removed (discarded). Photo attached shows a threaded hole toward the right end that must accept a tow hook. The tough composite covering valance also has a cut-out in line with this. See the inside of the valance which also has very faint guide line for cutting opening for the hitch receiver . I used a Dremel , it is thick.

Trying to make out in your photo where this hole is.
The bumper is lying on the cardboard. Look for the blue chevron (looks like tape) that's pointing to the threaded hole in the bumper.

Maybe a stupid question since you will have a receiver tow hitch, but does it have a threaded hole as well for a tow hook?

Then again, there's most likely a bar that can slide into the receiver as a tow hook setup.

Because maybe then, the National Park Service (NPS) will leave you alone and you can go out on the 4WD trails and not get a ticket because you have a AWD equipped with a tow hook!

Because maybe then, the National Park Service (NPS) will leave you alone and you can go out on the 4WD trails and not get a ticket because you have a AWD equipped with a tow hook!
The NPS shouldn't be a problem for BS owners because Ford doesn't call it AWD on the BS. It is "clearly advertised" as a 4X4.

It probably depends in part on the Ranger's discretion, but the NPS definition of "4WD" includes a transfer case and low range gearing.

No threaded hole in the OE tow hitch. Ford doesn't go out of their way to notify owners of that. There appears to be one, because there is still a square flap over where it would be located, if the BS did not have the factory towing package. People generally do not discover that it's missing until they are nose first in a ditch.

As you said, there are shackle hitch receivers available. We got this Curt from Ford (no charge):

Did your even BS come with the tow recovery hook that threads into the bumper frame through that access point?

The recovery hook (eye) should be in every BS regardless of the trim but alas, Ford is saving a few bucks.

The manual shows it as "required" for the 1.5L, (pg. 279/280 in the 2023 manual), as it doesn't have the front factory tow hooks like the 2.0L (Badlands). What about a BS (any trim) without a Tow Hitch? What if they have to be pulled from behind (even up on to a flat bed tow truck)? I highly recommend you get a Tow Recovery Hook (eye) if you don't have one and don't have a BL (has factory front hooks) and a trailer hitch. Otherwise, who knows where a tow truck driver will hook up his winch cable to pull your vehicle up on a flat bed? If you have a tow hitch, I recommend getting a shackle for tow truck loading or recovery from the rear.

My 2023 Outer Banks does not have a hitch, nor the cutout to screw in the recovery eye (and no recovery eye either).

Don't know if I will go through the effort to remove the rear lower bumper cover and do the cutout for it, assuming it has the threaded hole as shown in this thread.

And then I'd have to buy the recovery eye as well.

That is one of the BLIS RADAR sensors. They are mounted behind the bumper cover on the rear corners of the vehicle.
