It's likely they're just doing that because they realize the penalties are less severe if they self-report. No the penalties are not that bad due to the amount of income companies make today. If they were that severe GM would of disappeared from "fines" years ago.It's likely they're just doing that because they realize the penalties are less severe if they self-report. I was a quality control inspector for parts manufacture that stamped parts for Ford, GM, Saturn, Chrysler, H1 Hummer. I can tell you that there is no question Ford was the pickiest out of all of the Brands. If a piece of lint from the cloth gloves was in the die and left a imprint on the bumper they would reject the entire run. GM\Saturn would take almost anything (and I mean 7 inch cracks in the passenger side floor board of Saturn's, I guess GM figured no one would ever look under the carpet.)A catch 22.

These vehicles now are so complicated and computer reliant.

I think you meant penalties, not personalities, but yes... this is my day job and the agencies are much more lenient and willing to negotiate remedial actions if the manufacturers find the problems themselves and self report. You hit all the issues on the causes.Ford has been getting hammered with quality issues for years now, more so than the other automakers, they just cant seem to get a handle on what the driving cause is.
Are there vendor issues, acceptance of poor quality parts or software to keep the lines moving, is it engineering, is it poor management, is it workers on the floor or a combination of some or all.
You would think Ford would have figured it out by now.
