Depends on what year Escape he was talking about and which "1.5 L" engine. 2019 and earlier Escapes had a 1.5 L four cylinder engine, not the 1.5 L three cylinder we have.
After taking another look, the frame for the receiver is right behind that cover. (Shown by arrows in pic). It looks like if you have the tow package, that threaded hole won’t be there for the tow hook. Anyone without tow package not have the hole?

I don't think it's about looks or function. It's about some people always looking for something to complain about. If no vehicle ever had one of these cheap pieces of foam on top, this would be a non-issue. I guess Ford's biggest mistake was ever putting these on in the first place.
Looks fine to me. Ya can't drive without the hood being down. What is the hood? A big engine cover. Complaining about something you don't see 99.99% of the time is a waste of energy to me. If mine didn't have it, I certainly wouldn't pay extra just to get it. But everybody's different.
