Yes and no; do they test Bronco or Wrangler or Toyotas, etc. in RWD and disable all of the off-road goodies (air suspension, big tires, 4WD/lock, rear diff lock, etc. etc.)?

I'd just cut the small required hole. Maybe another small one for the 4-pin connector, if you're also adding the wiring harness. Curt provides instructions for theirs:

It's hard to see in this picture, but all that's needed is a cut-out area along the bottom. Curt makes what they're calling a "Class III" hitch-receiver that looks and bolts up identically to the OEM. There is also a Ford part -- the 4-pin wiring harness and connector -- but am not exactly sure...

All true; and even towing, the difference between the Badlands/First Edition (with the 2.0LT) and all the rest is only 200 lbs. towing capacity. Though I think there would be a larger difference if they had a conventional rear differential, or perhaps that and a conventional transfer case...
