I was told once by an electrician that there is magic smoke in all electronics. Once you let the smoke out, it will never be the same. I've found that to be true for many electric devices. Glad it was just a water pump and a belt for you.
I have tried to find a “smoke” refill kit for about 30 years now. Tried NAPA, Advance Auto Parts, O’Reillys, everywhere. I’ve let plenty of smoke out of car parts in my life. Ah, if it were that easy……….

Also, couldn’t get the parking brake to release even with the emergency neutral cord pulled.
Sorry to hear about your continuing difficulties. For clarification, the manual park release cable is a mechanical device. It's used to manually move the transmission out of park into neutral. The parking brake is an electrically operated device that applies the brakes on the rear wheels. The manual park release system and parking brake are two different systems that are not interconnected.

An inability to release the parking brake indicates an electrical issue.

So, is there a way to release the emergency brake if your battery is dead?
According to my manual:

Connect a booster battery to the vehicle
battery to release the electric parking brake
if the vehicle battery is running out of
charge.

Park on even a small hill and the parking brake is automatically applied
I didn't know and don't like that.

When my 21 BL was new all the electrical goings on while the engine was turned off bugged me. Not wanting to get stranded due to a dead battery I bought a jump box and left in the vehicle. The lead acid battery lasted about 18 months and died. The jump box wouldn't start, neither did a large battery charger I have in the garage. I had to replace the battery, not even enough juice for them to test it at OReillys.

Two and a half years later I buy a new 23 BL. In response to a recent post I find it, too, has a lead acid battery. Extremely disappointing that Ford continues to put out-dated technology in their new vehicles. I'll run this battery through this winter and replace with an AGM.

I was told it was the starter and the initial smoke was from the starter and not the water pump or belt.

I’m considering trading my BS in for a new car with a non-electric parking brake.

What’s interesting is my battery was brand new and fine! All of the battery electronics were still on. Would not start and wouldn’t release the parking brake.
