Just noticed this. The passenger wiper sits up higher than driver wiper.
The driver wiper is out of sight when not running and passenger wiper is in view.
In the pic the wipers are set for intermittent and this how passenger wiper sits between wipes.

It does go down and out of sight when the wipers are switched off.

The down and lock position is to keep them out of harms way. When the wipers are on, or intermittent, the total distance the windshield is cleaned is that lower position. No reason for it to go any lower while in operation. However a BS equipped with the auto wipers, it does go back down between wipes.

The passenger wiper on our OB does not rest there, it’s out of sight.
