Is the tire rim on the full size spare on a 23 obx the same as the rim on non full size spare, when I do a tire change can I put the best old tire on the non full size rim to now have a full size spare?

You can look at the tire size on the spare and see......
That doesn't mean it's the same rim, same size yes but alot of the spares are for temporary use unlike a full size rim

I'm pretty sure the OB models still have a 17" spare tire, while the installed wheels are 18".

My Badlands has the optional Wildpeaks mounted. My spare tire is a 225/65R17, so a 235/65R17 Wildpeak will fit that wheel. As @jkeaton notes, to be certain for your car you should check the size of the spare. If it's the same as the tires you're driving on then you're golden.
