Is the tire rim on the full size spare on a 23 obx the same as the rim on non full size spare, when I do a tire change can I put the best old tire on the non full size rim to now have a full size spare?

That doesn't mean it's the same rim, same size yes but alot of the spares are for temporary use unlike a full size rimYou can look at the tire size on the spare and see......
My Badlands has the optional Wildpeaks mounted. My spare tire is a 225/65R17, so a 235/65R17 Wildpeak will fit that wheel.
