what you have there is referred to as a (allen head?) "shoulder" bolt, Try Fastenal

unfortunately, this is not a typical Allen head shoulder bolt. This is what is referred to as a dog point body bolt. This is used by vehicle manufacturers. It has atypical size components compared to a standard shoulder bolt. The shoulder on this is 9mm in diameter with a length of 4 mm. The head is 16.5 diameter and 3 mm thick with a 4 mm shallow hex socket. The threaded portion is 18mm.

Another option might be to run the stripped bolt through a die, if it isn't too chewed up.

I still think the best option is to find the mfr. If you need me to, I can search for the box and the instructions. They might have the name. I'm not sure I kept them though -- maybe someone else has them handy.

I’m assuming he stripped the head where the hex key goes in. It’s a shallow socket. Atleast it didn’t appear so in the picture.

That didn't occur to me. If that's the case then of course it's new bolt time.

If it were me, I'd be trying to find the mfr. Maybe he has.

I know this is an old post....I use my oem roof racks to take longboards to the beach. Yesterday I noticed the front bar was a bit loose. I took off the rack and went to tighten the torx bolt and of course it stripped immediately. After some cursing and hammering in a larger bit to remove the bolt, I started to try to source this bolt, which turned out to be pretty much impossible. My solution was an M6 1.00 16mm bolt from Lowes with a couple washers. It's a hex head, but seems solid. Not sure why these type of accessories always have oddball hardware!
