There’s a guy I play hockey with, good dude but kinda old and surly…all I have to say to him is, “Hey John did you hear what that liberal politician did?”…and he’ll get all pissed off and go on 20min rant.

This is the primary factor, I believe. Ford actually lists several limitations for towing with the Bronco Sport. Two are weight related (total & tongue weight), but it also mentions trailer frontal area. You're gonna have a difficult time pulling even a relatively light trailer at typical US highway speeds if it sits behind you ginormous sail.
Years ago, some friends gave us some perfectly good kitchen cabinets (they were remodeling). At least one of them was a tall pantry. In order to fit all of the cabinets into our Toyota Truck, the pantry had to be loaded upright.

Coming home on I-270, I noticed the truck was having trouble getting above 60 mph. It was not exactly overpowered, but it had no problem at all cruising at highway speeds. Then it dawned on me that the tall cabinet was acting like a drag chute.

Frontal area makes a huge difference.

I don’t know about towing speeds across the country, but the states I travel through have a reduced speed for any vehicles that are towing. I’m guessing that Ford went with total tow weight because too many people can’t figure out tongue weights. Personally, I have 24’ boat that I would never think about towing with my Sport (even if it had a tow package). The SeaDoo, that’s another story and one of the reasons I’ve ordered a 2023 with tow.
