If the only requirement is height you might use a short staff mounted to the roof side rails to put the flag at the right height

Also consider putting it towards the front of the vehicle not the back. It’s not required but if you’re heading up hill the flag is going to be more visible closer to the front of the vehicle.
On a previous vehicle I mounted my flag to the back of the roof rack before realizing that the front of the rack would be a bit more visible closer..

The easiest is one that fits in the hitch receiver or you can get one that mounts on the front recovery hook.
