Smog test not communicating 2021 Bronco Sport

I have seen a few others that have posted about having problems bringing there Broncos to California from out of stated and have not been able to get the smog done, but I do not see any answers that will solve my problem. I have tried multiple different smog centers, gone to 2 dealerships and they have tried to reset and it will still not communicate. I went to the referee and they can't clear it. Not sure what else to do but now I do not have registration. Any help please
