Look up Pulse Width Modulation and how it is used to control the brightness of LEDs. My guess is the “flickering” is an interaction between the PWM and the video sampling rate.

I'll defer technical aspect. My simple brain processing...would it have to do with ambient light? Daytime running lights could be brighter to stand out vs daylight, where headlight activation could bright running lights somehow cast against the beams causing some odd shadowing? I haven't paid enough attention other than noticing the extremes of automatic high beam activating.No need to look it up, I'm very familiar with PWM. Now that is a very good possibility.

Been thinking about it and wonder why Ford would want to change the brightness of the LEDS. Seems like extra parts and work for little to no gain.
