Based on that picture and looking at the back tire (you can’t see the tread on the front side of the tire) I would say yes the flares stick out further than those tires.

He has a Badlands so 2.0. The mileage is not effected by hood scoop (my observation and agreed on multiple threads) but some threads have said the bug guard has an effect of approx .5 to 1.5 mpg

27.7 highway , bug guard , 1 1/4 factory lift on a first edition. No change on mileage. Running 235 /17 wildpecks at3
