It is a problem, when they don't disclose it. It is all in the way they word it.
If they put it as a delivery and handling charge, everyone would know the handling charge is just profit.

My best guess is that the factory installed hitch comes with trailer sway control, and that might not be available on the base. It is probably why they lowered the weight limit too.
