If it's an emergency you will try the door more than once. The two pulls is actually easier than looking for and releasing the lock switch on the door panel.
This will be all subjective based on your own ear. If you are basing your decision to upgrade to the tech package based on the audio then I'd go to the dealership and listen to a couple songs on the system in each.
I'd get the tech package for every other upgrade it includes as well.
If it was me I'd stick it on the door probably, but the next place would be as you mentioned on the inside of the fuel door. I don't see any other place as a nice option to be honest. I use mine everyday so I'd want it super easy to access. Hiding it somewhere else would defeat it's purpose IMO.
