In the stock configuration the scissor jack is mounted underneath the spare tire which is faced valve stem up if my memory serves me correctly. Of course it would depend on what scissor jack you bought in the end. You could also mount the spare stem down if needed.

You'd want the one for the compact spare tire. With the kit and the compact spare tire the rear spare tire cover sits in the same position. With a full size spare it sits at a slight angle which is why there are two different options.
Anderson connectors are your savior I'm thinking. Do what you gotta do behind the panel minus the power supply. Mount an Anderson battery quick connect on the panel and you just plug and play your powering device when needed.
