Need Help Identifying Unknown Part Near Bumper for Replacement

I got into an accident a few weeks ago where I thought I only damaged the front bumper. I was doing a more thorough inspection today before ordering a new bumper for replacement, but I noticed that another piece was broken and hanging down (see image below). It seems to be some plastic and some overmolded rubber (for sealing?) and currently interferes with the radiator flaps, but I haven't been able to find what this part is.

I’m no expert so take what I say with a grain of salt. But if it was me I’d play it safe and order the #4 part on the illustration. Looks like #1 ends right where the piece your showing in your photo begins.

Have you considered a professional inspection? Most body shops will give you an estimate for free. Many parts of the unibody are meant to self destruct in an accident to absorb impact forces that would otherwise go to the occupants. A body shop would know what to look for.
