Dealer selling Trade In before lien is paid off

Is it normal for a dealer to list your trade in for sale prior to the lien being paid off?

Wouldn't they need clean title before the sale?
Yes, to sell it. Not to advertise it. When they come in to look at your trade, he can tell them it's not ready and try and sell them something else. I hate car dealerships.
