That's what I wasn't sure of. I didn't see anything in the roadside emergency section (p264-p265) referencing the factory installed hitch, just the 1.5L ECOBOOST and 2.0L ECOBOOST. Perhaps I'm looking at an older revision of the manual.

Unfortunately, only your dealer and Ford probably know what happened for sure. It does sound suspicious, especially if the order was entered correctly (you said you have a printout of the order confirmation) and then two items that have been known to delay orders have mysteriously disappeared...
