When I clean my wheels what I do is wet them down first..Spray them with the cleaner and let it dwell for a min or 2 to do its work..Rinse..do a 2nd spray down and then use a brush. Only thing I can think of is that the dust was so caked on that when agitating it caused it..but I have never seen...
I use Adams (Non Acid) Wheel and Tire Cleaner which after many reviews is one of the best to remove Brake Dust..I use a boars brush for the front of the rims...A hand bristle brush for the tires and I also use a Speedmaster wheel brush to get inside from AutoGeek.

My 2022 BL is doing this exactly!! only 500 miles on it!! Only in low gears like shifting the first 3 gears...I notice it is more pronounce when it has been cold here or when making a turn, always first thing in morning when pulling out of my driveway..But when it was warm, I didn't notice it...
