remove those three fasteners clips and move that foam down onto that vent, ended using just one clip. Sorry I don't have a photo on that side.

I saw this on the second day I brought it, it looks like the seal it's located more on the middle instead on the edge so anything below it may look like it's leaking, I guess bad Ford design. The black line where I think the seal is.

Hmm I had no problems with those, make sure those two yellow clips are attached with the plastic panel and not inserted in the metal.

Not really, there are panel retainer clips and two bolts it will give you enough room to get in there, circled in red retainer clips locations 2 bolts location

Unfortunately no only top vent can be removed it's too small to reach down there.

I thought I typed this in there and to passenger side factory foam it sits too high had to moved it down.

Thanks a lot everyone, I did found the actual flapping noise, I took the whole panel out it wasn't that hard but No need to take the entire panel out to do this, there is two quarter panel vents one located on driver side and other passenger side vents are hidden below I circled in red first...

That it's the lower vent I can't remove only top vent I was able to remove I took this photo from top vent and looks like a foam it does move around but not something to be making flapping noises. I might take take the panel off it looks easy to remove.

Sure I also found loose wheel well bolts did tighten no change same noise, second picture is behind lower vent I cant take those off
