With putting on the fender flares on mine I had to cut the splash guards and file them down until they fit right. You just have to modify the two on the front behind the tire.

I just put the the slash guards against the fender flares and marked the with a pencil cut some off with some tin snips, then filed it down slowly until I got the fit that I wanted.

The Torx bolts do nothing, just for looks.
The instructions show how to assemble the bolts on the fender flares, but the fender flares came totally assembled and all I had to do is chip on to the extincting factory fender flares with no tape.
