We've had our OB since January. The dealer website lets you filter by in stock, in transit, and dealer ordered. They are now down to 27 in stock. I drove by the dealership today and they have them all lined up on the lot.
I wonder if the dealer is confusing it with the full size Bronco which initially won't have X-Plan pricing available.
While dealers don't have to accept AXZ Plan pricing, I remember reading someplace that if they accept it for one model, they have to accept it for all that are authorized by...

As for the washer, Badlands only has it on the front camera. It looks like they are adding it to Big Bend and Outer Banks. It lists it as standard on the Big Bend and all standard items from...
Yes, but if you click the circled i, it only says Leather Wrapped. That doesn't mean the B&P page shouldn't be updated to accurately reflect that it isn't a heated steering wheel.
I don't think the heated feature is available on BB. If you compare the models, you see it is N/A for Base & BB. You can get a leather wrapped one, but not heated. It looks like the B&P option is worded incorrectly. If you look at the details of the BB Package details, it doesn't say heated.
