Yes. Sounds like that could possibly be the subtle difference in upgrade software requirements.

Yeah, thought I did, twice. Will erase the USB. Reformat it again and start from scratch. I’m using the download zip file shared by @cprcubed since Ford’s site is experiencing technical difficulties with the download site and it is not available there.
