in the Owners Manual on page 175 & 166, it states “Note: The electric parking brake could automatically apply when you shift into park (P). See Transmission...” BUT doesn’t explain why.
Rapid Red was late availability but became available to schedule on 10/22/20. I’ve seen a few show up now as dealer ordered. I’ve got a Cyber Orange FE, also late availability. It finally got scheduled ion 10/22.
Not sure if that’s the reason for your delay, but it’s the only thing I could find that might be relevant. Your dealership should Have the answers on WBDO. If the bike rack is an issue, I think it can be ordered separately. Good luck!
