Yes.. There is at least one public-access, off-roading opportunity in Missouri..
Missouri State Park System: St. Joe State Park
When my BS Badlands comes in some day.. this park is the first place I am going.. It is perfect for beginners. There is a large, mostly flat, beach like surface to drive on. There are trails, but nothing too challenging. Most of the area is not a trail -- more a free for all.. The "sand" is made up of tailings accumulated from decades of lead mining. Don't miss the lead museum..
!Important.. "On Season" is April through September. Make sure and check if they are open..
!Important.. You will need to apply for a permit (press this link) and a bring a 7 foot long pole with an orange mast (warning flag). (No one can see a Bronco coming right?)
!Important.. If your child is 6 or underdon't let them drive'. don't let them eat the lead tailings (there is a legal health warning concerning this).
St. Joe's State Park is Located 70 south of St. Louis, or a 5 hour drive East from Kansas City. The park has EVERYTHING including camping, hiking, horseback trails, fishing, R/C or drone airstrip, and more.
The state park web site makes it look like the park is aimed towards motorcycles and ATV's (it is), but bigger vehicles are allowed (check before you go!).
Here is a video from 2018 with a Jeep owner enjoying the park (this is only to prove.. yes.. you can take an SUV into the park). If this is no longer true please message me immediately..
Of course, .. I am digging out my Go-Pro and will post my own video some day... some day...
