Talked to the dealer today. He did not think this issue is a dead fob battery issue since both fobs behave the same way. He had never seen this problem before so he is contacting FoMoCo.

Changing the battery seems logical. I will talk to the Ford dealer. It seems odd that both fobs behave the same way and that the batteries are bad in a brand new car. But the idea certainly makes sense. Thanks. Once I talk to the dealer I will let you all know what the problem is.
