Any insight would be greatly appreciated. She goes somewhat off-roading and is worried maybe something snagged a line or something.

Not the best photo, did the serpentine belt break? it will be a big deal if it is the serpentine belt.
Too thin and round to be a serpentine belt.

Source - someone who sells serpentine belts daily.

You don't sell damaged serpentine belts, lol

As I first commented, the photo isn't that good.
Obviously my response was a guess.
It does look like there are potentially exposed threads in the rubber like a serpentine belt would have.
My 2nd observation, looking at the inner edge of the tire it looks like it has a shiny rub or wear mark though the tire doesn't look damaged.
So it's doubtful the dangling rubber is from the tire, but you never know.

I was wondering if belt too. Would pop hood and make sure belt is still intact on front of motor. Can you pull the rubber from underneath the car without using a lot of force?

In the first picture you can see it looks like a wrapped wire harness.
No way of knowing if it came from the vehicle, kicked up from the road, or a free bonus cable from the assembly line.

I'm not a mechanic, far from it, but if it was hanging down from my Bronco, I'd start it, check my tail lights front, back, my brake lights, check anything on ground for drips. Turn signals R/L... If still nuttin? I'd try to slowly pull on it,(fingers crossed that it slides out and picked up something and it just got stuck up in that opening)but, if it seems attached to something, to the repair shop I goooo, damn it. Good luck, let us know later wtf it is/ was

If that was electrical and from that Bronco, I think the dash would be lit up like a Christmas Tree.

Appears to be the front right, where the serpentine belt is. Maybe it's slowly self destructing. The belt could have been defective or a pulley is becoming misaligned causing wear. Either way if this were my vehicle I am popping the hood and inspecting the serpentine belt and then getting underneath and slowly pulling on it to see if indeed it's road debris. Goodluck.

Open the hood & look to see if there is a problem with the serpentine belt, or something else coming apart that is hanging down.
