Does adding the deflector help cut down on the wind noise?

No. But to be honest, I’m surprised you are getting wind noise in an Outer Banks. I found it to be a quiet vehicle.
(but maybe my perspective differs because of other vehicles I owned)

I took mine off because it created way too much hood flex.

Cyber Sport:

I have a hood bug deflector and if anything I think it added wind noise. Heading into the wind at speed I noticed that my hood "gyrates erratically" since I've added the bug deflector. I almost thought about removing it.

I added it because of an HRG video that I saw pertaining to windsheild chipping ().

Note: I think I read/saw somewhere else that the hood deflector helped at preventing this.

At this time I don't think I'll remove it.
