Yes David it’s normal to hang around 3000 rpm. Redline is at 6500 rpm so no need to worry. In Sport Mode

Looks like you’re missing some weatherstripping on the sides of the hood. check to see if you have the one on the front of the hood like my pics.

I don’t know about a fix but Yes they did change the Oil Pan to a Plastic One with more room, My 23 OBX Takes 6.5 Quarts of Oil.
